Yellow Dots on White Background

My iMac from 2009 froze up. The screen became covered with yellow dots. I tried a hard restart, but everytime I reboot it goes to a white screen with yellow dots. It will not even go the desktop.

What might be happening? Any help would be greatly appreciated.

-Which model Mac?
-Which version of OS X?

It sounds like a hardware issue, specifically with the display, video/logic board. It will require a hardware repair. If you have an external monitor, you can connect it to see if the issue appears on it as well. If so, it's not the display panel, it's the video card/logic board.
