Why does universal copy paste work sometimes and not others?

iPhone 7+ & MBP OS X 11

So this "Handoff" thing, you copy something on your computer and paste it in your iPhone often fails for me. Sometimes it works and sometimes it doesn't. Bluetooth is always turned on on both.

Anybody else have a problem with inconsistent functioning and, more important, any insights as to why and how to fix it?

I have never used Handoff and Continuity, as my iPhone and Macs are too old to support it.

System requirements for Continuity on Mac, iPhone, iPad, iPod touch, and Apple Watch

-Is your MacBook Pro a 2012 or later model?
-From your post, it is running Mac OS X 10.11.x El Capitan. Apple's Continuity/Universal Clipboard requirements are a MBP (2012 or later) running 10.12.x macOS Sierra or later.
-Handoff is supported by Mac OS X 10.10.x Yosemite and later.

Not sure why it is working intermittently at all, as your version of OS X isn't supported for Universal Clipboard copy/cut and paste?
