What is the oldest ipad model that will take the latest ipad IOS system.?

Hi,
i am hoping to set up a home security net and looking at setting up atleast 4 wifi cameras.

I have an ipad pro. but that travels with me when i go into the main city (Brisbane, Queensland. 100 Kms away)

and am looking to buy a older used ipad, as the camera hub, for my home/office while i am out. (also putting airtags on the cats collars also)
