can't get system preferences from apple drop down menu

1. Restart your Mac
if it still isn't opening then you probably have an old Panel crashing System Prefs, check your Console to identify and uninstall.

If you don't know how to do that you may wish to take it to an Apple Service Centre.

Applications > Utilities > open Console, read the log lines that appear when you try and open System Preferences.
