System Preferences problem (OS 10.6.8)

OS 10.6.8 iMac12,2 (i5, 3.1 GHz).
When I open System Preferences I see HotApp and Mouse Locater. I am able to use these. No other preference is available.
System Preferences version 7 is in the Applications folder.
Tried to repair with 10.6 Install DVD, but this iMac won't boot from it.

The problem under discussion is different, but the solution worked:
"Navigate to username > Library > Caches and drag the 'com.apple.preferencepanes.cache' file to your Trash. Empty your Trash and restart your Mac."
