System preferences not responding

I am trying to change my desktop photo, and when I click on Desktop & Screen Saver, I get the PIN WILL and I have to FORCE QUIT System Preferences.

How do I restore this feature?

Try Deleting
Finder Go Menu with Option Key > Library > Preferences > com.apple.desktop.plist
