support for JVM ( Urgent Pls)

hi there
we have software run under JVM but when I run Safari it is not activate the jave .. I changed the setting from the pref. but still not working .. something wrong .. if any one can help I can even contact him by phone ..

by the way it is work flow and DB on system 10.3 work ok but on 10.4 is not working

for some more information:
it is working under network domail account not local account

I tried meny ways and I got that it is from the proxy
if I remove the proxy it works .. but I don't know and how and also why ..
any way .. it is working now
