Text to speech not working (not announcing alerts or application attention) in 10.6.8? Anyone else run into this problem with Snow Leopard?

Confirm that it is still enabled in System Preference > Universal Access.

Only when someone has accidentally hit the Keyboard shortcut to turn it on/off.
