Safari 9.0.2 on YouTube Settings icon does not open the encodings 1080 720...

Safari 9.0.2 on a Mac 10.9.5 does not open the menu of Youtube on the encodings 1080 720....!
How to display the menu to change it.
It happened when I upgraded Safari 8.x.x to Safari 9.0.2.
Please help me
