Reading list safari

The Reading list used to function well off-line, and now nothing seems to be able to work off-line at all, even help topics (that i thought were off-line)
Settings are on "save automatically for off-line reading)

Hello,

-Which version of macOS?
-Which version of Safari?

Some built-in Help requires an Internet connection, as it isn't stored on your Mac locally. The Save Offline setting in Safari should do just that...not sure why that isn't functioning.
