Quick Look (accessible with right click on a file) is a handy tool that allows you to display a file without opening any apps. For example, you can very quickly see a Word document, without opening Word! But the options available seem to be quite limited. The Apple instructions for this - https://support.apple.com/guide/mac-help/preview-a-file-mh14119/mac say that Quick Look works for "nearly any kind of file", and that you're supposed to be able to zoom, mark up, and and rotate. But you sure can't do those things with Word, html, or pdf documents. You can, however, evidently do it with jpegs. Apple doesn't seem to want to tell you that.

An easier way to use QuickLook is to highlight the file and then tap your space bar.
