I haven't had to do that for so long, most sites take full resolution shots as attachments these days which was the only reason I used that feature, here is a shot of Preview in macOS Sequoia with the Adjust Size item in the Tools Menu where it's always been in my memory.

I resized it just to check and it works fine, what happens when you try?

Yes, I live in the dark ages. I have Ventura on a computer that was handed down to me yet all of the programs are the latest versions. When I use Preview I am able to adjust the size of the photo, yet, when I try to put it in an email the photo does not attach, but, shows up in a new tab with 3? inches of black on either side of it. My husband was able to resize then email those photos to me. They came out perfect on those emails, but, same thing happened when I tried to put them on one of my emails to another person. He will work with me today on my computer. Thank you for your response

Although it should work perhaps we're missing something. Why can't you email the full sized image? Does your email client refuse? Is it Apple Mail?
If so you could use Google Docs or a file sharing app.

That's what I've been doing. Been trying to get clean copy to email for hours and just quit
What type of image is it? What's the filename extension? Have you tried resizing another file identical to this one?
