Preview App for photos

I have a Macbook air using Mojave 10.14.5. I want to reduce the MB size of my photos. It seems Apple has changed the previous method to using Preview App. I cannot find this app anywhere. Is there another way of changing the MB for photos?

I am running 10.14.5 and Preview can be accessed from Finder > Applications. or alternatively it is available via Launchpad.
