Photos in 0S X stuck "Closing Library" for days

We recently upgraded our operating system to OS X El Capitan version 10.11.4.

After doing so we launched Photos and uploaded photos from my wife's phone. After doing so, we disconnected her phone and endeavored to close Photos. Ever since we have had a message "Closing Library..." with the Photos app open and unresponsive. I've tried to Quit Photos, which seems to have no effect. I've attempted to shut down so that I can restart and Photos interrupts the shut down. My only two options are Cancel or Try Again. We are not running iCloud and the photos are stored on our laptop and backed up to Carbonite.

Very frustrating as we cannot access our Photos nor shut down the computer. As such, any help would be GREATLY appreciated.

Has anyone come up with a reason why this is happening? Also is there a permanent fix rather than the force quit bandaid?

Here is what I ended up doing. First, I made a copy of the Photos Library on an external drive and since I was using iCloud Photo Library, I made sure the photos were synced to the cloud. Then I deleted the library from my drive and created a new one and allowed the pictured to re sync with the new library. I lost my projects doing it this way.
