Permission to open files on my iMac

My iMac occasionally ells me I don't have permission go open files on my iMac. How do I make sure I have access to everything on my iMac.

-Which version of OS X/macOS?
-Where are the files located that give you that error?
-Which application are you using to open the files?
-Do you have an iCloud account and is it signed in?
