PDF from Webarchive

I have a large number of webarchives that I created in OSX and that I have to convert so I can read them on a PC.

I seemingly can create a PDF from a webarchive by choosing print, then save as PDF. However, while the resulting file has the proper PDF extension, the file is way too small to contain all the images of the original webarchive (think online tutorial with a dozen photographs), and the newly created PDF will not open on either Mac or PC.

What am I doing wrong?

Also, is there a better option than PDF when converting webarchives to something that can be read on a PC?

I need to add a correction. The converted-from-webarchive PDF files open fine on the Mac and they have a reasonable size. Once I try to open those PDFs on the PC, they do not open and the file size is just 4kb or something ridiculous like that.
