pause automator?

i'm just trying to see if there is a way to have automator wait before processing the script i set for a particular folder.
what I'm doing is copy / paste / sort.

1. files is DL'd into a folder and once in there it's copied and pasted into a folder on my external drive.
2. when file lands on external drive its sorted into another folder based on its extension.
3. i need automator to wait to sort that file(s) until the file is fully copied into the external drive.

is this possible?
