Opening two Pages documents / two folders at the same time

It used to be possible to open two or more folders at the same time and copy items from one order to another. But now when I have one folder open and double-click another totally unrelated folder it replaces the first one. The same problem with two Pages documents. Very annoying.
Is there a setting anywhere that controls this? (Big Sur 11.3.1)

This still works for me, Big Sur 11.4.

I upgraded to Big Sur 11.4 but the problem remains. Is there a setting anywhere that controls this?

I found the setting that controls this. It's in System Preferences > General > Prefer Tabs (down the page) set to Never. That's all.
