Opening a website saved to desktop opens previously closed tabs??

So I just downloaded 10.10.5 and I have been a fan of chrome for a while so hopefully there's a fix. If I drag a website from the web bar to the desktop then double click to open it I get the website I'm trying to open but it also opens 1 or more previously closed tabs. I searched the settings but couldn't find anything to change it. It seems like I'm just missing something so hopefully someone can point me in the right direction. Thanks a lot

It could be the following setting:

System Preferences... > General > Close windows when quitting an app

Try checking that box, quitting the browser, then double-clicking the webloc shortcut.
