Need help with my Files!

Hi all! I'm a new member and I'm desperately looking for some answers or tips, hope I can resume and this doesn't become a TLDR. thanks in advance!

Recently my Wife's Apple ID was deactivated due to security reasons! - Why!? - we don't know! there was no warning or apparent reason, it just happened!; by the way, she's have had this account for almost 20yrs, multiple devices are related to this account; anyways! - we're now finding ourselves going over the Deactivation of the Activation Block process, we have sent the information to the people who are going to erase her machine and we have to now create a new account, but TIL - I cannot use ANY of the multiple Time Machine back ups I have from her machine! turns out ANY information I use that is related to her "Deactivated" Account would turn on the activation block back on (which is non sense if you ask me) - So now I'm trying to understand how can I go around this and be able to use all her files again! she's an Elementary school teacher and she uses this laptop for her work and is full to the brim with work related files!

I was thinking about pulling all files from the hard drive into another, unrelated drive and then upload to the cloud (to kind of remove the link to the blocked account) - but I'm not sure, up to what extent are these files related to the old account!

Any comment will be much appreciated!

You understand this notification is the result of Apple trying to protect the user, for example if too many failed attempts to sign in to an Apple account or service or even a device in some cases.

Either way you need to Request Access or Reset your Apple ID password both of which require proof of ID.

Correct, I do! - that's why I'm looking for answers, I've had this account linked to multiple devices that I own and managed without an issue and for some reason Apple decided to "Brick" them all and I don't know why, but that's besides the point! - I've read this article and have followed all paths proposed and provided my information to prove ownership and they still would not reactivate my account for some reason, I now am being forced to reboot in recovery mode and Factory Reset my devices and use a new account but I'm afraid that if I use all my backed up data from my many external drives I used for Time Machine Backups it will reactivate the security block in the new account? (which is by the way one of their terms of service when you perform a reset)

So, just trying to find out if, say, I'm able to extract the files from the drives, effectively removing them from the time machine backup, formatting the drives and re-allocate the data back into them, with no trace of a time machine backup, would this still be considered/related to my old account? being that the files, technically/practically, are not from a time machine backup?

Are you saying you have unique data on Time Machine Backups not stored on any Mac device?

If so that is a problem because TM backups were never intended to be archives. That is, Apple designed TM to be a backup of data already present on a Mac. As such if the TM backup becomes damaged or inaccessible, as in your case, it's just a matter of making a new one. So it's insurance against loss, not additional storage space.

I fear that you will not be able to access data stored by a different ID on a TM backup. It is tied to the ID that created it.
