Mojave Mail - can't edit/add accounts

Hello!

In Mail, when we hit Mail>Preferences, we get a blank pop-up with the title "Accounts". Can't get into server settings, etc.

How can I fix it. Do I need to/ can I reload Mail?

Any thoughts would be great!

Are there any accounts listed in the left column?

There are accounts listed in the main screen, and when I Mail>Accounts, but Mail>Preferences shows a completely blank box. Not even the outlines of where the Accounts are listed, the choices at the top (General, Accounts, Junk Mail, etc.), or anything else. Just a blank pop-up that says Accounts at the top.
