Microsoft Office apps does not respond

I have tried Sierra but found it not useful, so I turned back to El Capitan. Now the Microsoft Office apps will not open. For example I get the massage The programme "Microsoft Outlook.app" cannot be opened.

El Capitan is version 10.11.6.
Microsoft Office is version 2011.

I have downloaded and installed Java for OS X 2015-001.

Does anyone know how to solve this problem?

Hello and welcome.

-How did you downgrade?
-Did you perform a fresh install of Office 2011?
-Do the other apps in Office open normally, or is it just Outlook?
-Is Microsoft Office up to date? They just released another patch recently for El Capitan compatibility.
-Java for OS X 2015-001 shouldn't have affected anything.
