message filters

I am in need of remaking all of the email filters in Thunderbird. The process is not up front. It is necessary to rum a breadcrumb trail to get to it. It is not user friendly in that you have to switch back and forth from the process to the email message. I went to help and it said that it would be under the three bars at the upper left of the screen. It is not. Is support for this mail program dying?

-Are you using Thunderbird 38.6.0?
-Do you not see the three horizontal lines next to the search field - it's actually in the upper right of the screen.

Yes I am using 38.6
I have seen the horizontal bars and been there several times. I booted it when I said left.
