A few trouble shooting questions for you:
-Which model Mac?
-Which version of OS X/macOS?
-Which version of Photos?
-Are you using iCloud Photo Library?
-Did you try restarting your Mac to see if the free space increases?
-After deleting the photos from Recently deleted, did they appear in the Trash?

Not using icloud for photos.Thanks for response. 2009 Mac running El Capitan with photos. I looked for trash
in the photo library and didn't find it like I did with iphoto. The photos did not go
to the trash at the bottom of screen and I don't know where to find the trash in
Photos.
I emptied recently deleted and have the same 4.65gb that I had at beginning. I had transferred photos and videos to external he.No worries.
The trash in Photos is the Recently Deleted album. Emptying it is when you permanently deleted the photos from the Recently Deleted album.
How much free space do you have currently?
