I am unable to create a new folder (File..New Folder" get a message: "Finder wants to make a changes to do so" Upon typing in my computer password (which works for other operations requiring it) get another message: "the operation can't be completed , you do not have the necessary permission!" I can log out of my computer and sign back in with the same password... one which I set up years ago.... with no problem. MacBook Pro 10.7.5

You are trying to create the Folder in another "old" User Space, the old one.
You can't do that its against the Mac security.
You can only make files and folders in your current user account Home Folder and sub Folders.
Click on the house icon in the sidebar to go there.
