Mail signatures blocks

I want to make a new siganture in Mail. When I open preferences I get a blanco display, and cannot do anything. (I have made a signatures before, they do not appear in the dislay, and still when I make a message)

Did you click on the '+' at the bottom ?

There is no + or - to add or delete a signature at the bottum. This is what I see:

Do you have a current Time Machine or other backup of your data? It is always suggested before taking any troubleshooting steps.
