macOS Catalina doesn't open Installer

I am trying to install a software in my mac and when I double click the installer I get a message saying: "...is an app downloaded from the internet. Are you sure you want to open it?". I click "open" and nothing happens. This is an installer that I used before in the previous macOS with no issues but now it simply does not work. I have reset my laptop a number of times and I keep having the same issue.

Does anybody know how to solve this problem?
