MacBook Pro 2010 Mid Reload

Trying to do a factory reload of a MacBook Pro 2010 Mid that was given to me.
Where can I get O/S X?
It's currently running 10.11.6 El Capitan.
I think I can take this up to High Sierra?? 10.13.6. Yes/No?
Do I need DVD or a flash drive to do reload?
Artic Fox as browser? Getting lots of security errors with Safari.

Any help would be greatly appreciated.

A fresh install will not fix that. You will need the previous owner to sign out of his Apple account on the device, Deauthorise it and remove it from his Apple Devices. To do that, that person's Apple ID (user name and password) is required as per https://support.apple.com/en-us/HT201065

After you download the High Sierra installer, you can use Diskmaker X (https://diskmakerx.com) to create a bootable installer.

You may need to change the date in your Mac to December 2018 prior to running the installer to make sure the install goes well.

On the 2010 you don't need to worry about the old user signing out of anything since that MBP doesn’t have a security chip.
