Not a new drive, or erase and restore.

Free space: about 200GB
"Did the mini go to sleep at all during the transfer?"
No. I config my pc's & mac's not to do this.
The transfer actually never started.
I'm stuck here:

USB.
The backup drive is not an Apple "Time Machine" per se.
Its a 1-TB USB HDD:

At first, before I read how to do a full restore to a previous date,
I clicked the Time Machine icon in the Menu bar and then clicked
"Enter Time Machine".
Many backup dates appeared, so I'm assuming
that backups are there and this non-Apple device works for Time Machine
backup. It vibrates when backups are/were being made.

This is a brand new Mac Mini.
Just got it this past summer: end of July 2019.
