Load a copy of Windows 2000 on external drive while in MacOs

Does anybody know if a copy of Windows 2000 can be loaded onto an external drive while in macOS Catalina? I want to confirm an issue with Simcity 3000 in a Parallels environment. If not no loss. Thanks.

Hello,

Which version of Parallels, as that may limit which versions of Windows 2000 that can be installed as Guest OS?

The version of Parallels I'm using is version 16. I put Windows XP on to another hd and loaded the game. I experienced the same problem(s) that I had when Windows 2000 was running in a Parallels environment. I've concluded that it is the game itself and not a software problem. Thanks for your reply!
