SOLVED Keyboard shortcuts problem

My normal 'Apple' keyboard shortcuts like Command Save and others no longer work in certain programs including Apple Numbers, Affinity Photo, etc. although they still work with some other programs. This has happened recently - see X against the shortcut fields in Affinity Photo preferences window as a sample on the attached image.
When I use Command Save in Apple Numbers it does not seem to Save just drops this 'ß' character in a cell. I am using a Matias wireless keyboard on Mac Big Sur 11.6

A total shut down and re-boot seems to have cleared the problem for now.
