iPhone 15 Pro Max Setup Taking Too Long

Been trying to set up my iPhone 15 Pro Max following the instructions. I'm stuck on the 'Sign in with your iCloud Apple ID' screen with a spinning icon and no progress. I have a lot of data on my iPhone 13 Pro Max—could that be causing the delay? It's been nearly 2 hours so far. Any advice?
