That looks to be an iMac (Retina 5K, 27-inch, Late 2015) running macOS High Sierra 10.13.6.
If you happened to purchase it after April 2017 and added AppleCare, it would be covered under AppleCare warranty. If not, it could be a paid repair for several hundred dollars and up, depending on the actual issue and where you take it.
If you happen to have an external display and adapter, you could connect it to see if the issue is present there as well. If so, it is the graphics/logic board. If not, it is the display panel itself.
If it doesn't get past the Apple logo screen as you mentioned, I would lean toward a logic board issue. The only other things you can do to troubleshoot, would be to run Apple Diagnostics:
How to use Apple Diagnostics on your Mac. That may reveal the issue, if it is able to complete.
