I've done to wipe my macbook air to give to another user, and have erased the hardrive (as erasing disk utility wasn't an option) I'm now not able to start the Mac back up - I'm on the wifi world screen and can select the right internet and enter the password - it looks like it's all connected but then doesn't move from the page. If I use command R it just takes me to the question mark folder.

Please help!!

Are you able to boot into Recovery? If you are, you will need to reinstall macOS and restart as yourself (with your Apple ID). If you are then able to reboot and log in, the first thing you need to to is to TURN OFF Find My Mac. If you don’t it will be useless to anyone you give or sell it to. If you want to erase any trace of your ownership, you can go back into Recovery and use Disk Utility to now erase the drive. From there, it should be bootable into Recovery or with a macOS installer drive by the new owner.
