Editing Bookmarks

Hi. How do I edit Bookmarks so I can place them where I want on the list. Also, how do I get the bar to scroll up and down to remain on?

Bookmarks > Edit Bookmarks. Then drag and drop them.
Or Option+Command+B. Then drag and drop them.

But all it does is place the folder in another folder, instead of a place all its own the list. And how do I get the space bar that moves it up or down to stay on? Getting pretty tired of always having to try and find a way to move up or down.
