Can anyone tell me how to stop "Download"and "Pinterest" tabs from popping up everywhere? Here's screen shots of what I'm talking about

You should have success with doing the following two things:
1. Apple's method: Remove unwanted adware that displays pop-up ads and graphics on your Mac
2. Download the excellent freeware program AdwareMedic, install it, and run it. You can get it from here (just click on the link below):

Hello and welcome.
Along with honestone's excellent suggestions, maybe it is a Safari Extension that is installed:
Safari > Preferences... > Extensions
Try turning off Safari Extensions, quit Safari, and then relaunch Safari. If it is an extension, the issue should be resolved then.
