Desktop icons being rearranged at every restart

I recently upgraded my Macbook-Pro to Catalina, and now every time I shut down/restart, the desktop icons, which I have arranged some on the left, some on the right, are all grouped on the right. I've made sure the "Sort By" option under View is ticked as "None", and in Mission Control the box "Automically rearrange spaces based on recent use" is unticked. However, the problem persists. Anything else I should try?

If you right click on the Desktop, is the Use Stacks option ticked? This would realign all of the icons on the right.

Thanks for your suggestion. I checked, but the Use Stacks option wasn't ticked.
