Connecting two 2017 iMac Pros

Is this possible? I have two of these and want to use one as a second monitor at times. I bought a TB 4 cable connected them but they don't seem to recognize each other. Is the issue I need TB 3 cable?

you can start one in 'Target' mode, by holding down the T key and then starting it up.

That seems to just get the access to the Disk on my second iMac. I want to extend the display of one iMac on the other.
