Cannot format 16gb Flash drive

Hi, I have a 16gb USB flash. I have been using it between a PC and a Mac to transfer files etc. Sometime ago I formatted it with OS Extended (journaled), I think with two partitions.

I can format it with a PC fat32 or Mac with OS Extended and obtain a full single partition of 16gb. No problem.

But when I program it with OS Extended (journaled) I keep getting the same result. I ask for a 1x Partion GUID 16gb OS X Extended (journaled), and it gives me 15.7gb, with 10.7gb available. See attachment.

I understand the 15.7gb is 16gb less the EFI of 210mb. I know that the journal protects the system (me) somehow. But how do I ask the system nicely to give me back my space?
