Blocked Plug in?

Hi all,
I would appreciate help with fixing this problem. It has to do with an outdated Flash Player. The problem is that I can't download an updated version because of a security setting in my Mac. I found an instruction to navigate to my library/plugin and drag the disabled folder to the library folder however there is no disabled folder! HELP please. I can't view video of any kind.

Arlene,

What OS are you using? I am using Yosemite, OS 10.10.1, and after doing a (folder) Search for "Disabled", the only ones that showed up are Fonts Disabled, Resources Disabled, and Bundles Disabled. Only the one with Fonts has files in it.
