Absolute pain in the arse.. No one can tell me why ??

Hi there .. For months now .. I have been living the same nightmare..
For some reason .. I can't make a new .. Apple ID ..
And I try and change it .. My Apple ID password..
But still .. Just seconds after .. I change my password..
I enter it .. It still does not work. If definitely must be a Pratt ..
Thinking it is so funny .. I don't share any information ..with any one ..
And when I ask ., help from the apple., they tell me every I know ...
And I told the FBI .. And NSA .. LAPD and NYPD.. But still .. I get treated ., like it's a big joke ...
I don't know what the problem is .. And just can't get my head around .. How fast .. My password.,
Gets changed .. Or it is blocked .,by some one..
And you would think the laws .. Would try a help out .. But no .. They even think it's funny ..
And I just am so tired ,, I am getting angry .. I try and ,, make a new Apple ID ..
And straight after .. I. Verify it ..
I try and enter it in my mail list.. And then it refuses to.. Activate it ..
So I am out of ideas.. It feels like a very serious crime .. ., and the policeman won't do shit..

While it good to vent, I'm not sure we can help.

Your AppleID is not a part of your iPhone/iPad it's a part of your iCloud account to change it you need to use the web and then make the changes to your iPhone/iPad.

Where are you trying to change it?
